Fewer Governments and Obvious Boundaries for Greater Transparency

It is too hard to keep track of decisions and too much divided and conflicting responsibilities as clearly demonstrated by the granting of TIFs without School districts benefiting. Fire, Library, School, Levee and other districts overlap with municipalities in no understandable pattern and often have their particular stakeholders and schedule elections when those stakeholders vote but others are not likely to bother. Too many candidates are known only to their particular stakeholders. County Government, Local Government, no others. Build local municipalities around School Districts and give them full powers in all areas. Use as boundaries things which block traffic like divided highways, rail lines, rivers, and through out all the artificial, survey line distinctions. Voters will be able to place responsibility more clearly and know who to contact for improvements.
